Last week, a decision in state court reaffirmed law enforcement's authority to do so, and that includes covering the bottom part that has the state's tourism website: visitpa.com.

The ruling came in a case where a Philadelphia driver was pulled over for having a frame that covered that website.

The ACLU told our NBC Affiliate WGAL that the ruling means frames put on cars by dealerships, or even to show love for a favorite sports team, could result in a ticket and a $100 fine.
